Policy in Scotland

Policy in Scotland

  • Scotland policy changes

Scotland has been an early mover on short term let regulation, introducing licensing and planning powers through control areas, alongside legislation enabling visitor levies.

We work with the Scottish Government, local authorities, and tourism partners to support high standards while keeping compliance proportionate and consistent.

Key policy areas

Licensing for short term lets
Short term lets must be licensed before they can operate and take bookings in Scotland. Licences are time limited and require compliance with mandatory conditions, including safety standards and certification. We help understand their requirements and work with councils to promote consistent interpretation and practical administration.

Short term let control areas
Local authorities can designate control areas where planning permission is required for certain changes of use to short term let accommodation. We engage with local authorities on proposals to ensure planning approaches are evidence led, targeted, and aligned with local housing and tourism strategies.

Visitor levy
The Visitor Levy Scotland Act 2024 gives local authorities powers to introduce a levy on overnight stays, with revenue reinvested locally. We engage with consultations to support fairness across accommodation types, clear rules for operators, and transparency for visitors.
